I'm a Canadian citizen that finished high school in the US. How do I apply to Canadian colleges?

I want to go to a Quebec CEGEP for further education. Its just that on the application there are only the choices of Quebec resident, Canadian resident, or International. I'm international, but I can get my residency in 6 months after living there. What do I apply as?

The same as a US one. Since you are a citizen you do not have to pay international fees.
